Definitions

“student” is a person who is eligible to be admitted to the Open Education Centre for training.

“MQA” stands for the Mauritius Qualification Authority, which is responsible to develop, implement and maintain the National Qualifications Framework (NQF) in Mauritius.

“membership fee” is a fee paid to get access to Open Education Centre online learning portal.

“online learning portal” is the system that will allow student to follow course online

“online member” is a person who is eligible to be admitted to the Open Education Centre online learning portal.

“free online courses” are online courses that has no fees associated with it apart the membership fee.

“professional online courses” are online courses that has fees associated with it.

Organisation, Governance and Management Structure

The Executive Board of ATech Ltd is the executive body of Open Education Centre and is responsible for the management and administration of the revenue and property of the Open Education Centre; it has general control over the conduct of the affairs of the Open Education Centre and is chaired by its Chairman.

The Chairman is the Principal Academic and Administrative Officer of the Open Education Centre and has general responsibility for the direction and management of the Open Education Centre.

3.General Regulations for Students

Registration

All students are required to register before starting their programmes.

By virtue of Statute, the Open Education Centre management may refuse any student, without being required to explain his/her decision.

Registration implies agreement by the student registering, while s/he remains a registered student, to abide by the Rules, Regulations and Procedures Governing the Open Education Centre.

Information provided by students at registration will be treated by the Open Education Centre as confidential and will not be passed on to anybody or person outside the Open Education Centre without their permission.

A student shall notify the Open Education Centre Management as soon as possible of any subsequent changes in the information s/he has provided at the Registration.

Termination of Registration

A person shall cease to be a registered student of the Open Education Centre:

a.when s/he has completed the scheme of study for which s/he is registered;

b.if s/he withdraws from the Open Education Centre;

c.during the period of his/her interruption of studies;

d.if under any of the Open Education Centre’s Regulations s/he is required to withdraw from the Open Education Centre;

Attendance and Progress

Students will be regular in their studies, submit all their assignments and projects in time and show improvement throughout their course until completion of their programme.

Students are requested to inform the Open Education Centre of any lateness or absences. There will be no replacement for any session missed by the student.

Students shall attend all classes and be punctual. Failure to do so without any satisfactory explanation may result into corrective measures or cancellation of the registration; whichever the management will deem suitable.

For long-term courses (more than 6 months): Failure to attend four consecutive lectures without explanation may lead to cancellation of the course without any refund.

Student Health

Any student suffering from or believing that s/he may be suffering from an infectious illness or in whose home or lodgings there is or has been such illness must immediately notify his/her medical practitioner and the Open Education Centre management. No student may return to follow courses at the Open Education Centre until a medical practitioner appointed by the Open Education Centre has provided her/him with a certificate stating that there is no longer any danger of infection being conveyed to other persons.

Conditions of Issue of Certificates

This certificate is and remains the property of Open Education Centre at all times and is issued on the following conditions:

a)Any alteration to an Open Education Centre certificate renders it invalid;

b)This certificate must be delivered up to Open Education Centre on request;

c)This certificate should be kept in a safe place;

d)A student who has lost a certificate may apply for another one under the following conditions:

i.The holder of the original certificate produces a sworn affidavit

ii.A certificate is issued against a payment

Statements to the Press

No student may make/ issue statements to the Press, radio or television on behalf of the Open Education Centre without written permission of the Open Education Centre management. This is without prejudice to the right of an individual to make public statements on his/her own behalf.

Important Notice

1.The use of mobile phone in Open Education Centre premises and during training classes is strictly prohibited.

2.Consumption of food and drink are not allowed in the classes and Open Education Centre compound.

3.The Open Education Centre compound is a smoke-free zone. Any student found smoking inside or in front of Open Education Centre premises will be strictly dealt with and may lead to suspension from the Open Education Centre.

Data Protection

We take your privacy very seriously and will not pass your details to any third party without your permission (other than where we are required to do so by law or regulation). However, Open Education Centre will keep your records on file for up to 3 years.

4.Fees and Other Charges

The minimum deposit fee for a course is Rs. 1500.

If fees become overdue, the Open Education Centre reserves the right to suspend or cancel tuition and charge an interest on balance due at a rate of 2% per month.

Failure to pay the required fees by the due date specified will lead to suspension from Open Education Centre.

Legal action may be taken against a student who does not pay all fees and charges as required. S/he shall be suspended from the Open Education Centre.

Fees are subject to change at any time with or without prior notice for new intakes only. Fees once agreed upon will not change thereon.

In the case the amount is to be recovered through legal means, the student will have to bear all implied costs associated with the recovery of the due amount.

Open Education Centre will not be liable for any subsequent change in the foreign institution’s policy or action regarding fees and learning materials.

If offered a seat at the Open Education Centre, a person, at registration, shall pay all required fees as per Open Education Centre provisions.

A student who is in debt to the Open Education Centre will not obtain his/her certificate until she has cleared all his/her debts.

The Open Education Centre may immediately terminate the registration of a student who fails to effect payment of his/her dues within a period of two (2) weeks upon receipt of the final reminder.

Refund Policy

Open Education Centre training programs are subject to the following refund policy:

·If the student withdraws from the nominated course at least ten working days before the first day of the course, they will receive a refund of the total course fee minus a Rs. 1500 administrative fee

·If the student withdraws from the nominated course within ten working days, but before five working days of the first day of the course, they will receive a 50% refund of the total course fee

·If the student withdraws from the nominated course within five working days of the first day of the course, they will receive no refund of the course fee

·However, to avoid the deductions, the student may nominate a replacement participant transferring his/her registration at any time before the first day of the course for a Rs. 1500 administrative fee

·Open Education Centre will refund all payments made by a student if the course is cancelled or course commencement is postponed by more than four weeks, unless alternative arrangements acceptable to the student can be made

·All fees will be refunded by cheque.

In case of rescheduling or cancellation of an Open Education Centre course:

·Open Education Centre will not refund any course fees paid by the student. The student may also choose to transfer his/her registration (of equal value) to any other Open Education Centre course or to any other student attending an Open Education Centre course without incurring any additional cost subject to the availability of space. Open Education Centre will also try to accommodate alternative arrangements acceptable to the student.

·Open Education Centre cannot be held responsible for any financial loss incurred by the student or its employer due to rescheduling or cancellation of any Open Education Centre course.

5.Online Courses

To get access to the online learning portal of Open Education Centre, the student has to be a member with Open Education Centre online member.

The membership fee for the online learning portal is Rs 1500 per financial year and is renewed at the beginning of the year.

If a member cancels his/her membership in the middle of the year, no refund will be given to him/her.

There are basically two types of courses on the online learning portal namely: FREE online courses and professional online courses.

Free online courses can be taken by any online member and after successful completion will be issued a certificate on written request and a fee of Rs. 500 per course completed.

Professional online courses are paid courses on the online learning portal. Student will get access to the professional online courses area after that they have paid the required fees.

Training materials in hard copy format will not be available for online courses. Copyright and all other intellectual property rights for all Training Materials shall remain the property of Open Education Centre. You agree not to reproduce, sell, hire or copy Training Materials (in whole or in part) and not to use such materials except for the purposes of post-online reference.

Open Education Centre accepts no responsibility in relation to technical faults occurring in your computer, pc, notebook or any accessing device prior or during the session.

Any confirmation or agreement under or in connection with your booking must be made in writing (which shall include e-mail) or by calling our customer services team for support.

6.Personal Liability

All students are responsible for the proper care of the Open Education Centre property. Any equipment must be properly handled.

Students or their responsible parties are liable for payment of damages caused to the Open Education Centre property. They are also advised that Open Education Centre will not assume any responsibility for their personal property.
